Hazardous Waste Management in Catamarca and Northwestern Argentina

We collect solid and liquid hazardous waste from plants, mine sites, workshops and construction sites, and take it to a licensed treatment facility with its transport manifest and final disposal certificate. Coverage across Catamarca, La Rioja, Salta, Tucumán, Santiago del Estero and Jujuy.

The law separates three roles: whoever generates the waste, whoever transports it and whoever treats it. Each signs for its own part and none can cover for the others. We are the middle link, and that means something concrete: the material we collect arrives intact at an authorised facility declared in advance, with the paperwork that backs it up. A provider claiming to be all three at once is describing the chain incorrectly.

Which hazardous waste streams we can collect

Nobody calls describing their waste by its technical name. They call saying there are four drums of burnt oil behind the workshop, left over from last summer. So below they are grouped by where they show up, not by what the law calls them. If what you have is on this list, it has a route.

Workshop, fleet and machinery

Used lubricating oils, oil and water mixtures from separators or wash bays, and everything they soaked into: rags, filters, absorbents and empty oil or fuel containers. It is the most common stream and the one that goes unrecorded longest, because it does not look like hazardous waste until someone asks about it.

Mining and metallurgical processing

Cyanide-bearing residues from leaching, and streams containing arsenic, lead, copper, zinc, cadmium, mercury, antimony or selenium: what comes out of the process plant, the smelter and the quality control laboratory.

Process chemistry and laboratory

Spent acids and alkaline solutions, surface treatment baths and organic solvents used for cleaning or extraction. Extreme-pH streams that are not neutralised on a hunch in the yard: they are declared and treated.

Industrial maintenance and construction

Leftover paints, inks, varnishes and their thinners; resins, adhesives and fillers past their shelf life, containers included. What is left over from a plant shutdown or the close-out of a construction site, usually stockpiled «until we decide what to do».

Health, pharmacy and site clinics

Expired medication and pharmaceutical waste, including from the medical post of a camp or a large construction site: far less volume than a hospital and exactly the same obligation.

Contaminated soil and materials

Soil and aggregates affected by a spill, absorbent material used during an incident and the residues of the clean-up itself. This is the stream that appears out of nowhere, unbudgeted, the day something is spilled.

Every one of these streams is within what the destination facility is licensed to handle under Law 24.051. If yours is not listed, ask anyway: what determines the route is the characterisation of the material, not the industry of whoever produced it.

Where it goes: the destination facility

«Final disposal» is a phrase anyone can say. The auditable version has a name and a number: the hazardous waste we collect ends up at the facility of our strategic partner PLA-KA SA, in the Recreo Industrial Area. It sits inside Catamarca, which means that across much of our operating area the material never crosses into another jurisdiction nor adds hundreds of kilometres of road — the stretch where things can go wrong.

The facility runs its own chemical laboratory, which is what allows it to verify what actually arrived before treating it, and has material recovery capacity: non-ferrous metals, batteries and waste electrical and electronic equipment go back into a production process instead of ending up buried. For a client that is not an abstract environmental detail: it is the difference between waste that disappears from sight and waste that is traceable to the end.

What a pickup looks like, step by step

Six stages, always the same, for twenty litres or for twenty tonnes. What changes is the scale; the documentary trail is identical.

    Characterisation

    What it is, how much there is and what it is held in. That determines the stream, the container and the vehicle. If the material is not identified, that is the first job: we do not quote blind, nor transport without knowing what is travelling.

  2. 02

    Quote and scheduling

    Date, loading point and declared destination are agreed. For operations with steady volume we set a pickup schedule, which costs less than calling once there is nowhere left to store it.

  3. 03

    On-site collection

    The vehicle licensed for that load arrives, with regulation placarding and a containment kit on board. The load is identified and conditioned before it goes up: a mislabelled package stops the truck at the first checkpoint.

  4. 04

    Signed manifest

    The document is signed at the moment of loading, not afterwards. It records the generator, the transporter, the destination, the stream and the quantity. You keep a copy before the truck pulls away.

  5. 05

    Facility intake and treatment

    The facility weighs, checks and treats the material according to its stream. Much of it does not end up buried: whatever holds value is recovered — metals, oils, components of electrical and electronic equipment — and the rest is treated.

  6. 06

    Final disposal certificate

    The operator issues the record that closes the chain. That is the document you present to an audit, a tender or an inspection, and the only one proving the waste is no longer your responsibility.

In Catamarca two laws apply, not one

This is the costliest confusion we see, because it surfaces during an inspection: complying with the national law is not enough if the province added requirements of its own — and Catamarca did.

National

Law 24.051 on Hazardous Waste

It sets the substantive regime: what counts as hazardous waste in its annexes, the chain of generator, transporter and operator, the manifest accompanying every movement, and the generator's responsibility through to final disposal. It is what defines the Y codes in the table above.

Provincial · Catamarca

Law 4.865 of adherence

Enacted in 1995, it adheres the province to the national law and adds three things of its own: it creates the provincial Register of Hazardous Waste Generators and Operators — which requires registration —, it prohibits bringing hazardous waste from other jurisdictions into provincial territory, and it places criminal actions arising from its application under Catamarca's ordinary courts.

That entry ban is the practical reason why the destination is best kept inside the province, rather than a logistics detail: waste generated in Catamarca and treated in Catamarca does not depend on another jurisdiction accepting it. This is an explanation, not legal advice — each specific case is determined by the enforcement authority.

What it takes to move hazardous waste

The licensed fleet and who drives it

Transporting dangerous goods requires vehicles specifically licensed by Argentina's National Transport Regulation Commission, regulation placarding with the substance identification number and hazard code, spill control kits on board and drivers holding a national interjurisdictional licence for that class of load. None of it is optional equipment: without it the manifest cannot be completed. An unlicensed truck is not cheaper: it results in an operation that does not stand up to the authority. Our fleet and our drivers operate under that regime — it is the precondition for the clients we serve.

Liquids, brines and corrosives

An effluent and a process brine look alike from the outside and are not transported the same way. Brine is dense, corrosive and of variable pH: it calls for tankers with anti-corrosion lining or stainless steel, sealed discharge valves and internal baffles that stop the load shifting on a mountain road. The wrong container turns a routine haul into an incident.

The haul across mountain roads

In northwestern Argentina the haul is not the errand between two points: it is the most exposed part of the service. High-altitude roads, stretches without signal and distances that turn any setback into hours. That is why we operate with support units and staff trained in road safety, and why the closest possible destination is not a convenience: it is fewer kilometres of exposure.

What falls to the generator

The generator's responsibility does not end when the truck leaves: it ends with the final disposal certificate in hand. So it is worth checking two things before hiring anyone — ourselves included: that the transporter is licensed for that stream, and that the destination facility is named, with its registration number. If a provider cannot say where the material goes, the regulatory problem is not theirs.

How it connects with the rest of the operation

Hazardous waste rarely turns up on its own. It usually sits alongside streams that are not hazardous and follow a different route: sewage effluents, municipal solid waste from a camp and recyclables are handled through our waste and effluent logistics. Sludge and process water come from the operation of treatment and reverse osmosis plants, and the oils and absorbents come out of maintaining our own fleet. Having the operational generator and the transporter under one provider avoids the point where findings usually appear: material stockpiled waiting for someone licensed to come and get it. Frequently asked questions about hazardous waste

How do I know whether what I have is hazardous waste?
Law 24.051 defines it by what the material is and what it can cause, not by volume nor by how tidily it is stored. If it appears in any of its annexes — used oils, contaminated containers and rags, solvents, acids, paints, residues containing heavy metals or cyanides, expired medication — it is hazardous from the moment it is generated, even if it is twenty litres in a drum. The more common confusion is a different one: believing you stop being the generator by keeping it inside your own premises. You do not. The responsibility follows the waste until the final disposal certificate.
Do I have to register somewhere as a generator?
In Catamarca, yes: provincial Law 4.865 created the Register of Hazardous Waste Generators and Operators, and registering is the generator's own responsibility. It is a procedure usually discovered late — during an inspection or when bidding for a contract — because nobody mentions it until it is missing. Hiring a licensed transporter does not replace that registration: they are two separate obligations belonging to two separate roles in the chain. What we do provide is the documentation — manifest and certificate — that you will later be asked to show.
What paperwork is left after a pickup?
The transport manifest signed by all three parties — generator, transporter and facility — and the final disposal certificate issued by the licensed operator. That pair of documents is what you present to an audit or a tender. A pickup without a record solved the day's operational problem and left the regulatory one open, which is the expensive one.
Where exactly does the material go?
To the PLA-KA SA facility in the Recreo Industrial Area, inside Catamarca. It is licensed as a Hazardous Waste Operator under provincial certificate no. 0011 and runs its own chemical laboratory. Having the destination in the same province shortens the haul, which is the most exposed leg of the whole chain. «Final disposal» without a named destination is not documented final disposal: it is a phrase.
Can different waste types share the same trip?
No, and it is not a matter of tidiness. Each stream has its classification, its treatment and its authorised destination. Mixing them means the manifest stops describing what is actually travelling, and a manifest that does not describe the load is a breach in itself — besides a real risk: some streams react with each other.
Do you handle small volumes or only large contracts?
Both. A workshop with four drums of burnt oil and a mining operation with scheduled pickups use the same documentary scheme; what changes is frequency and logistics, not the backing. For small volumes it usually pays to coordinate the pickup with another service in the same area.
What happens if the material cannot be delivered to the planned facility?
The rule is clear: it goes back to the generator or is taken wherever the competent authority directs. There is no alternative dumping and no improvised replacement destination. That is precisely what makes the system trustworthy, and the reason the destination is declared in writing before the truck leaves.
